If your construction project meets the following the criteria, then regulations state you MUST appoint a Principal Designer to ensure compliance with the relevant health and safety legislation. 
You must appoint a principal design consultant if your project: 
Lasts over 30 construction days, AND has more than 20 workers, or 
Where construction work will exceed 500 person days or shifts* 
*1 person on site for 1 day = 1 person day, therefore 20 people on site for 1 day = 20 person days 
This role has many responsibilities, but to ensure you operate compliantly you must employ a Principal Design Consultant to carry out the necessary tasks on your behalf, including: 
Completing the pre-construction information pack 
Notifying the HSE of the project 
Completing contractor approval audits 
Completing the health and safety file for the whole project 
Your health and safety file must comply with your specification, as well as health and safety regulations.
